($3,854,000 USDA RD Grant &amp; 1.375% Loan for 38\u00a0 <\/span><span class=\"c0\">years).<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"p21\"><span class=\"c0\">Maximum unit cost per year = $1,035\/year.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"p21\"><span class=\"c0\">Yearly unit cost = $1,035\/year = water cost $297 + debt service $738.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"p21\"><span class=\"c0\">NYS Comptrollers threshold of $902\/yr for automatic approval in 2016.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li class=\"p21\"><span class=\"c0\">Comparable Costs:<\/span>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"p21\"><span class=\"c0\">Town of Elba WD1 &#8211; $996; Town of Oakfield WD 2 &#8211; $973\/yr, WD 3 &#8211; $974\/yr, WD 4 &#8211; $1,194\/yr &amp;<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li class=\"p21\"><span class=\"c0\">WD 5 &#8211; $805\/yr; Town of Stafford WD 4 &#8211; $806\/yr, WD 7 &#8211; $995\/yr &amp; WD 8 &#8211; $1,017\/yr.<\/span><\/li>\n<\/ul>\n<\/li>\n<li><span class=\"c0\">Many new water districts &gt; $900 &#8211; $1,000\/yr.<\/span><\/li>\n<li><span class=\"c0\">Cable or Satellite TV can be $1,000\/yr ($84\/month).\/<\/span><\/li>\n<li><span class=\"c0\">Additional <\/span><strong><span class=\"c1\">one time<\/span><\/strong><span class=\"c2\"> user connection costs estimated at $1,275 (Connecting from right-of-way to interior plumbing is $10\/foot of water service ($1,000 average), $200 well separation\/plumbing, and $75 for service inspection. <\/span><\/li>\n<\/ul>\n<h3>ADVANTAGES OF PUBLIC WATER<\/h3>\n<div class=\"page_water-district_fUvDlcZVN1FMMao0PEoRb body\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"p0\"><span class=\"c0\">Consistent quality and quantity.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"p0\"><span class=\"c0\">Fire protection and lower insurance rates.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"p0\"><span class=\"c0\">Increased property values and marketability.<\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li class=\"p0\"><span class=\"c0\">Eliminates substantial private well costs: electricity, pump and well maintenance, softeners, chemicals, and\/or appliance<\/span><span class=\"c1\">\u00a0<\/span><span class=\"c2\">damage. <\/span><\/li>\n<\/ul>\n<h3>FREQUENTLY ASKED QUESTIONS<\/h3>\n<p><strong>What can I do with my well?<br \/>\n<\/strong>1.\u00a0 Abandon the well.<br \/>\n2. Keep well but separate it from public water plumbing.<br \/>\n3. Keep well and install backflow prevention (RPZ)<\/p>\n<p><strong>Do I have to connect to the water main right away?<br \/>\n<\/strong>No. A service line will be installed to the property line of all existing residents. There will be no future hook up charge for existing residents that do not connect right away. Service lines will not be installed to undeveloped lots and a future hookup fee would be required.<\/p>\n<p><strong>Do I have to pay a debt service cost even if I don\u2019t hook up to the water?<br \/>\n<\/strong>According to state law, all properties within an established water district that are receiving a benefit must share equally in that benefit whether using the water or not. Agricultural properties only must share if using the water, unless by special agreement.<\/p>\n<p><strong>How much will public water raise my assessment?<br \/>\n<\/strong>The existence of a water main or the connection to a water main does not in itself raise assessment values. Assessment values are based on the sale price of comparable houses in the area.<\/p>\n<p><strong>What happens if the district is not formed?<br \/>\n<\/strong>Public Water cannot be extended until a District is formed. Farm contributions will be lost.<\/p>\n<p><strong>Will the annual cost change?<br \/>\n<\/strong>Cost of water has the potential to change annually as costs of maintaining the system change. The debt service is set at a maximum level and that is the most you can be expected to pay.
